Question about the "ranking" system

By now, you are all probably confused about what I mean when I say "ranking system." By that, I mean the words it uses to describe your econamy, civil rights, ect...What are the order of them based on worst to best. I.E. Civil Rights: Superb/Outlawed...
Do you understand what I mean?

Why, that is the oddest place for that to be. I searched for a questions forum, and much to my dismay, there was a lack of one.
Civil rights: Excessive/outlawed?
Economy:Frightening/Imploded?
Political Freedoms: Corrupted/Unheard of?
