Bitter Dregs

A couple of headlines I saw on the same day disturbed me and brought to mind a question.
The first was about a major Iraqi political party threatening civil war if the elections went forth as planned. It seems they don't feel that they've been given a fair amount of time to prepare a candidate and a campaign. Kind of makes sense, we certainly devote more time to it here.
The second was an announcement by Bush that the elections will go ahead as scheduled. The tone of the article gave one the feeling he feels he has the final word on it.
The question is obviously why does the president of America feel he has the final say in the elections of another nation? It kind of takes the piss out of the whole 'we're there to restore democracy' arguement when he does that sort of thing. It gives credance to his detractors who claim he wants to simply install a puppet government.
