Is it 20 of anything or just sex toys? If the latter isn't that kind of discriminatory?
Besides who determines use. You could just have a lot of interactive statues - in which case you have art pieces

When do you need a reason to do something? That just means your not so sure about it so you have to create a reason. Before I do something I look for a reason not to do it because Why look for a reason on something you already want to do in the first place. Thats reason enough

In Bexley, a suburb thing of Columbus, there is a law that states you are not allowed to gamble in outhouses. Now, I think this law is to amusing to get rid of, because it is an awful lot of fun to gamble in the park outhouses. (I've done that once!)
