Is to support dictatoral goverments that keep the people in lines and is sencible of the west needs, like for example uzbekistan and egypt. But the real smartness is that you can set your PR machine on their crimes of humanity (that you before didn't bother about) if they go against you will. A ironic thing to prove this is looking at Iraq there I think there it have been alot more talk about the horrific crimes Saddam did during the 80's just under Bush regimes leading up to the war (then tSaddam was the enemy of USA) then it was in the 80's then the crimes that comited (then Saddam was USA and wests allied). And that it have been alot of talk about Sadams crimes against humaniy now while no one give a shit about the crimes Egypt or Uzbekistan do two countries USA and other western countries send supsected terrorists too and atleast USA support Uzbekistan military. Another example is Mugabe (president of Zimbawe) that was west (especially england) allied and held back the radical elements in his country but at the same time did alot of crimes against humanity. Now then he is no longer loyal and atacking white settlers his crimes against humanity is a really good tool to atack him with.
Maybee this was a bit cynical but it how worldpolitics seem to work, support brutale dictatures that keep the people in lines and if they stop being loyal you have a very good way to atack them by having heartfelt talk about how they abuse their people. That can lead to sanction and even war.
