Definitely not. There are any number of passages in the Bible which indicate that all Christians are to be subject to civil authority. Some examples:
"Render unto Caeser things which are Caeser's, and unto God things which are God's."
"The magistrate does not wield the sword in vain, for he is God's representative for order."
There are lots more, but you will have to look them up for yourself. :)

the meaning is more like, let caesar have his stupid money, we do not need it or want it.

Your definition of anarchist is someone who rebels against authority. However, that is not what anarchism is, so the question is rather void.
