It was my understanding that this model was a significant upgrade of the 2001 model, and was just entering the inventory.

You misread,you are thinking of the MK48 not the M249, it is based on it but they are not the same weapon.

What BunnyEaters said. More correctly, this is based on a modification of the M249. This is still far heavier and more cumbersome than the M249 or the MK46 MOD 0, not to mention the ammunition weight.
The rather short barrel of the MK46 might be a problem, because it limits the fragmentating range of the M855 round significantly. Still, the 5.5lbs heavier weight and 3.5" greater length of the MK48 combined with ammunition twice as heavy really makes its use in CQB or firing it effectively on the move significantly more difficult than with the MK 48. Still a great replacement for the M60E4/MK43 Mod 0.

Quite frankly the M249 sucks, its too damn small of a caliber for an automatic and jams all the god damn time.
Beyond about 100-120 meters, yes the 5.56x45mm M855 will have terminal ballistics quite inadequate for most jobs when fired from the 18.3" barrel of the M249.
Based on the little information available about the MK48 MOD 0, there's no reason to assume it's any more reliable than the MK46 (which claims 19,000+ MRBF).
