Well, Bush is going to spend it on the most important issue. And when you're fighting a war against terrorism, that's obviously the gay marriage ban. ;)

And while I don't want to flame, but I must say: That's stupid.
Taxes need to be raised, even and people need to be taxed on a progressive scale (more money made, more taxes paid.) We need universal health care, one public school system, and much more.

There is absolutely nothing wrong with big government.
I see two things happening. I see the Bush administration has wide, sweeping and long-term goals. I also see them as somewhat ineffectual in carrying them out. While they are adept at the promotional aspect of movements and goals, I don't see them as being very competent at creating contingency plans for things that don't go exactly their way. They will reach farther in the second term and fall further short. By the end of these four years, I am confident that they will be thoroughly discredited.

but with good control of both of the senate and congress wont the first 2 years be full of rapid policy making since he cant run again and he has a clear mandate from the people.

Clear mandate? What clear mandate? That being asked, yes, I do see the first two years being full of lots of policy making. I also see said policies getting of to (supposedly) good starts, but fairly quickly falling into decay.
