Giving people a chance to leave before attacking. Like in Fallujah they knew Al-Zarqwai was in the city why did they send in teams of special forces or snipers and just wait and kill him and everyone around him. Then send the main army in.
The Iraqi government chose to leave the city alone for a while so the innocent could escape. The U.S. will not disobey the orders of the new government, for obvious reasons. If it had been up to the U.S., I strongly doubt they would have waited as long or at all to assault the city.

You know the people had ALOT of time to leave right...?
Obviously after the attack commenced they aren't going to let people leave (well except the women and children of course)....
I kind of do agree that they probably would have attacked sooner if they weren't listening to the interim Iraqi government, but I'm pretty sure there still would have been some time given for civilians to flee (although I'm sure a few "terrorists" posed as such and fled the city as well)
