I've never heard that translated as "drunkeness", unless you mean a different expression.
My quote relates to the often used excuse "Oh, I was drunk, that's why I did XXXXX". How, when drunk, your inhibitions are lowered and your true feelings, no held in check by fear of ridicule from your peers, are able to surface.
Okay, I actually got the quote from a TV show where an ancient Elf was married to an ugly dwarf, but it's still a good quote.
