I'm answering this on the assumption that your post was serious. If it was a joke, then you got me!
There is no earthly power that can enforce your proposal, since the only way to enforce such a proposal is military power. If one country did not comply, they would have a near-total strategic advantage over everyone.
Also, plenty of wars in the last 20 years have not involved regular militaries, but irregular militias armed with AK-47's, RPG's, pistols, knives, or even rocks. An absence of organized militaries does not equal an absence of armed fighting.
On the other hand, with a country like the U.K. (my home), we're not really facing invasion from anyone, and the U.S. could come and save us if we were invaded by France (the most likely aggressor, after the U.S. itself), so we're using our military, not to defend against invasion, but to intervene in situations in other countries, or prevent smuggling of drugs and other contraband. Whether that's a sensible use of a military, or a good reason to have a military, is an interesting question.
More important than mothballing armies is cracking down on the arms trade. The U.S is still the biggest suppliers of landmines, despite repeated UN resolutions to stop the production and sale of such civilian-targeted weapons. Europe too has it's dirty laundry in terms of suppling weapons to questionable individuals. Stop the flow of legal and illegal arms, and quit the warmongering...we need more peacekeepers and less invasions.

lol um myself, an american citizen, hates the state of politics. i am a bleeding heart liberal and hate the way militaries are run. The Us is invading all these arob nations, and i'm up for draft. My country is invading countries "to protect the civillians" and all its doing is putting people like me in more danger. I admire england for it's loyalness, but u guys shouldn't follow us. we havent payed dues to an organization we helped start (the UN) for nearly 20 years. we're taking it into our hands to police the world, and we're gonna screw ourselves over. Armies are bad, i'd much rather move to where my grandparents are from. (Canada or sweeden)

Sounds like that pact during the inter-war years that outlawed war (for the life of me I forgotten what it was called). Just about every major nation signed up to it (inc the US).
Completely failed to do anything, apart from undermine the League of Nations.

Anywho, do you really think the entire world is going to lay down their arms and become brothers? Not the way it works, buddy. I agree armies are a terrible thing, but have you ever thought of maintaining an army in self defence? When it all boils down, it's the complexion of the human mind that's to blame. Cant do much about that.

So you enjoy killing people and people getting killed? Face the facts:Guns are a problem. Without guns, there wouldn't be a fraction of the killings we have today. I support maintaining a military only in self defence, never as an agressor.

You need troops for protection. Any you will always need protection as long as there are terrorists* who will attack you. Yes, if everyone gave up their weapons, and the desire to fight it would all be good. Of course Pigs will be flying, and I'll vote Democratic by the time that happens. There is always going to be someone who will want to kill you. We need the Military. Its just a fact of life.
*Terrorists: In this case, an example of people who wouldn't give up their arms just because we all were.

If I remember correctly the pact was called the Kellog-Bryant Pact. Anyways, look where that got us.
Or the Washington Naval Treaty maybe, around the same time, of the same general vein of thought. And guess what, whilst the US and Britain obeyed the treaty (Japan built ships in violaiton of the treaty, but they withdrew from it during the construction). Germany cooked up the highly questionable pocket Battleships Deutschland and Graf Spee. They also continued submarine research (even under the Weimar republic none the less!)
But the thing we have to face is that the only people who would disarm would be the good nations. Whilst angsty bastards like North Korea and Iran would keep militaries, and become the de Facto superpowers in the world.
Anyways, how do you propose to get them to disarm? I'd assume military threats are out of the question. So you just gonna give 'em boatloads of aid, the carrot without the stick? 'Cause that's what the Europeans tried with Iran during the '90s and the entire world with the NK's during the '90s, and look where that got us.
This is another scheme to "debunk war." Give it up. It's been tried uncountable times in history, and it has always failed.
