Must we limit ourselves to US politics? Can't it be "world leader" who was never in power? I'll pretend that was the question and say Tommy Douglas was the greatest Canadian Prime Minister who was never Prime Minister. He left a legacy greater than most PM's (Medicare) without ever being elected. Think of what he might have done if he ever got in to power.
yea Tommy C. Douglas was definitly the greatest PM who never actually was PM he made universal healthcare im glad he did that becuase in the U.S. someone declares bankruptcy every 30 seconds becuase of medical bills and we dont even get them
