Neither of these are propaganda pictures, although, seeing as both are quite ineffective at serving this role, i guess they are about the same as propaganda, which, in intranational politics, dont usually do much except to decided voters. The democrats in particular have virtually formed a religion around Kerry as a vessel to defeat Bush, the person they blame everything and somewhat more on.
