It's difficult to say, most certainly the most thoroughly arrogant person to have ever lived would have been far to uncompromising and have 'burnt too many of their bridges' so to speak, to have ever made it into the annals of history. Though the wording of the posed question was not 'ever to have lived' but who 'in history' meaning known in a continuing way. This is the case in which I would be uncertain, many can appear arrogant and not be so, other people can be arrogant about ideas not of themselves, ideologically arrogant, unthinking supremists and such, not selfishly arrogant. The most highly contrasted individual in history that I can think of who was the most self-awarely unlearned but ideologically arrogant was Charlemagne.

I'd say Adolf Hitler. Not because he felt that Germans were a superior breed of humanity, not for his condemnation of minorities, not even because of his early and ridiculous attempts to gain power.

But he thought he could fight Great Britain, the United States of America, and the Union of Soviet Socialist Republics at the same time and win.

Now, he did want to avoid a multiple front war. It was Germany's downfall in WWI and really did work to make sure that Germany was only fighting one front at a time. But that only ads to his arrogance, because before he'd actually defeated Great Britain because he thought that he had avoided a multiple-front war and the Britain was already out of the war.

Alexander the Great.

Considered himself a God, had his best friends worship him as a God, conquered the world in roughly 8 years and cried when he had no one else to beat up and conquer, denied his own father so he could be the son of a god, killed his best friend when he made fun of him for pretending he was a god, named a bunch of cities after himself, brought record keepers and such along with him to record his victories, and so on and so forth.

That being said, I still think he's the coolest historical figure and one of the best, most personable generals in history.

At the risk of sounded anti-religous, I would have to say some religous leader or group. Although religion does have a place in society, in ancient times their rules were strict and they often got in the way of science, sometimes the church would force people to change their thoughts by using torture.
Thankfully, most of that has changed now.

Although there were many other candidates (God, Hitler, Stalin, Cheops, Ramesses III, Moses, King Knut etc. etc.), none of them fully wields the power today to send 80% of the world into raving insanities simply by existing and pretending to be nice to children. He does sod all! Take America, for example. Much of America claims to be god fearing, and yet at christmas they damn near forget about Jesus (who wasn't born then anyway, but i digress) and begin to worship some fat scandanvian bastard who pretends to read children's letters and leaves all of the work to the adults.

Take the UK! Not only does the same thing happen over the big pond on my side, but Christmas now stars in july and ends in march (go to England and have your eyes opened, it is HORRIFIC). He has infiltrated nations which are not even remotely christian and forced upon them his diabolical scheme to create one gian worship group, dedicated to the life of Saint Nick.

My God, he's also a saint! This is how he infiltrated the Church, by feigning saintliness in his mortal lifetime in order to be the controlling power behind congrgations. He then spread mistrust about the church (which is bull anyway) and wormed his way into screaming children's minds, in order to control the Adults!! We Must Stop This Fiend NOW!!!!

I think this question all depends on whether or not the arrogance is justified. For instance, Alexander the Great was certainly arrogant, but he had every right to be, conquering the known world and all. Same with Genghis Khan. Those kind of people earned the right to be arrogant. Now people like Custer? He was an arrogant bastard without any good reason to be so, but he probably was far less arrogant than Alexander or Temujin. So is this question about overall arrogance, or unjustified arrogance? I think this question needs to be answered before we can have a good debate about it.

And anyone who names a political figure from the past 15 years automatically gets disqualified for being a overly-partisan imbecile.
