I think it is probably some kind of parody, trying to convey the appearance of 1984-esque happenings and ideas in real life.

I think it is very funny. Fairly well written and with accurate comments. The author is highlighting how society is becoming more like that of Orwell's 1984. The author does not support these changes, nor does SOS exist.
It isn't a parody, that would involve being a novel written in the style of 1984.
