They have a time limit to vote, if they want to vote, have them come home. The only people in other countries that should be allowed to vote through the mail are American soldiers.

That's both not true and bullshit

Well, in case they have citizenship they would get a voting form in Belgium. Otherwise they would have to register to vote in their town or village in order to get a voting form. In fact if they have citizenship and move to the US, they would get a letter requesting them to vote at the nearest Embassy/Consulate, but I don't know if that applies to US citizens who have obtained the Belgian nationality.

What I heard: They did register, but they didn't get the forms the US sent

That statement is so completely inane I can't even begin to comment.

Anyone that is a legal citizen of the US and of legal voting age has the right to vote using a absentee ballot, no matter what city, state, or country you currently reside in.

You for example (if of legal voting age and a US citizen) can request an absentee ballot from your local village/city/town/county clerk and use it to cast your vote.

Please, please, PLEASE do your research before spouting statements like this.

Wait, is this about US Citizens not getting US vote forms, or is this about US Citizens not being able to vote in European elections? *Sarmasson is confused now.*
