In theory or in practice? In practice, security or safety ('uncertainity', basically) often does not interact well with freedom.

Freedom is not an absolute. It is implicitly moderated by cultural, social, political and economic influences.

Absolute freedom, individually, can only be achieved at the expense of others. On a societal scale, absolute freedom = absolute uncertainty.
