Well... speaking as someone who's only lived in No. Cal... here is nicer. At least I *think* we get more rain. Although maybe that's just the fog masquerading as "precipitation". :p
But weather wise, WA is still better than any of these. You get the full spectrum, sun to snow with a healthy dose of clean rain thrown in.

Being as I live in SoCal but have been the NoCal a few times... I'd have to say the central Cali coast PWNZ.
And where were you last time we had a real good El Nino winter back in 1999-2000? I swear, that was the ONLY time school ever got canceled on account of rain! (Though I did have a snow day the last time it snowed in the Valley in 1989!)

San Francisco has natural fog. LA creates it artificially. ;)
LA's not as bad as I make it out to be, I just like using it as the butt of jokes, and I hate the Dodgers.
