didnt some comedian or something say something like, how do we know that iraq has weapons of mass destruction, because we still have the receipt" Did we give them the capability to produce weapons of mass destruction during the cold war? or we gave them weapons during the cold war to fight somebody, or defend against communism or something of the sort?

I thought my history teacher said something like that, but now i can't remember.
