so there was a time when anybody in the third world, in order to become a significant player, could say death to america and get a few large men and a few big scary guns and become famous and rich. they didnt really mean death to alerica anymore than stalin believed in the working man, but it was a way to gain power. they treaded a line, and if they became to visible or got to carried away with the death to america ideology the united states would come in, and a few of its soldiers would die, and the newspapers would write about it for three weeks and everyone would forget. but nobody seriously became a threat to america and few put all their power into becoming one. a nuclear weapons program was like a pyramid or a cathedral, it was something that showed state power and made the citizens proud, but it was never finished and had no practical purpose. The united states was like a shepard, it let these countries hate america as long as they didnt become a threat or attack others and towed the basic line the united states had drawn. it let them bark all they wanted and only put them in their place once they started to bite. then, the united states invaded one of the loudest barkers. and all the others who barked realized they needed teeth because towing the line was no longer good enough. the rest of the world was doing the tango, full of rules and collabaration and receprication that is formal and set but also has a degree of uncertainty. now; bush had changed the dance floor into a mosh pit and it would take a long time for the rest of the world to learn the new rules, but right now they were afraid of what the dance floor had become.
