Don't forget what that was firing on: an abandoned APC. The military was afraid that the gathering crowd would loot it. It'd be a cache of weapons conviniently left for all to grab.

Nothing either way has been "proven." Questions were brought up about the memo's authenticity. Those questions have been answered, prompting other questions.
If you're arguing about integrity, then you shouldn't jump on early accusations about possible forgery as truth either. Unless, of course, you only look at evidence that backs up what you already believe?
