Do nations follow fads?

In the middle-ages, it was all in the rage to have your citizens shovel shit and get paid with the thing they shoveled.

In the 16th-19th century, it was all in the rage to imperialize. France, Spain, Britain, America...it's all good!

In the 20th century, it was all in the rage to beat the living shit out of everyone else. Germany did it. Japan did it. Russia did it. America did it.

In the 21st century, can we assume it'll all be in the rage to be against America for their success in the 20th century? OBL is doing good. France had done it. Germany has done it. Spain is being forced to. Who's next?

I dont' think all the presidents meet and discuss this together to fix a new motto for the coming decade or so.
you know... I get the feeling it just kind of happens. just like that.
you can compare it to kids, I guess... if another kid /country starts attacking everyone around them then you'll strike back, right? no real plan, just a more or less natural reaction. if another kid / country starts seizing all the things around you, you'll wanna do that too, because otherwise they got more, and you wouldn't like that.
if, say, one country abolishes slavery, you'll wanna do that too, because it seems cool ;)
etc.

We are not against America for what you have achieved, but rather for the way you treat everyone else on the world, who is not American. Your ways to do diplomatic things are a little irritating aswell. Generally, no nation likes the possible future of being eaten by a large empire. You hindered Germany from doing this and the world will hinder the US from doing it.
