All the war and trade in NationStates is user regulated role play. Essentially what you have is what you can get away with. You have to be reasonable about what you do, but in general things are pretty free and open.

1) Try posting this in the RP forums where it will get more response.
2) Read the stickies in those forums, as they explain a lot.
