Any comment I make, although positive, would be a lesser estimation of the work than yours. So I'll say it was enjoyable.
I wonder if the Isaac Asimov/Salvor Hardin quote would have been better said, "Violence is the first refuge of the incompetent" since, for a person of competence, it would be the utterly last attempt to control a situation or circumstance. It would be the furthest thing from their process. For the incompetent it is usually the first thought with other phases of resolution rushed through as preliminary phases while rushing to what appears to them to be the only possible solution.
Not unlike George Bush and Iraq.

No. Salvor Hardin meant exactly what he said. "Violence is the last refuge of the incompetent." He was of the opinion that if you allow a situation to degrade so far that the only way out is violence, then you were incompetent. The character of Salvor Hardin was convinced that proper planning could ALWAYS eliminate the need for war.

Reading the quote from a literary perspective I'd say that Asimov believed that proper planning could always prevent war. The only problem is that proper planning is nearly impossible since we cannot know what is needed until we are looking back, and even then it is often too complicated.

In part, but it is also due in part to the unknown and the unknowable aspects of our world. It is impossible, in any real and meaningful sense, to know the ideal course of action in a world as complex and diverse as ours, especially when you take into account the differing opinions on what the desired future holds.

Ok... I think it's strange enough to mention, but I was just saying to someone elsewhere on the site that the "us and them" mentality drives me nuts.
Anyway...
On a basic level you're right, with greater understanding the need for war would be much less and the possibility of preventing it through proper planning would be much greater, but the fact remains that limitted resources and millions (even billions) of years of evolution have trained us to fight for resources, even when we aren't right at our limits. Humans have "civilized" which pushes the lower limit of tolerance down a little, but when times get hard wars will start no matter how well we understand our neighbors and plan to avoid conflict.
