It gives you access to several excellent journals in just about every aspect of electrical and electronics enginneering, but most of those can honestly be borrowed from most good University libraries or through ILL (just nice to get them delivered directly to your house, especially once you've graduated). They also have several symposiums on different fields in electrical/electronics engineering and communications. Most large seminars also give discounts to IEEE members (such as Rational or IBM seminars), as do many hotels, car rental agencies and airlines (although work usually pays for those anyway). If you're not yet working, it does provide a bit of extra respectability to potential employers to see the IEEE on your resume as well. Overall, I've found it worth having (although more so when I was still in University, since work pays for most of what IEEE covers anyway).

Student commitment is simply paying student dues, which are (or least where when I was in University) substantially less than regular dues ( I forget what I was paying then, but it wasn't much). If I'm not mistaken, students also get a reduced subscription price on the journals, but that may have changed.

well, several journals to chose from, and yes. Although, depending upon how far you are intending to go academically, it can be very helpful for a student attending seminars. If you're planning on going to the post graduate level, or into research or teaching, then attending and presenting at seminars are pretty much necessary to get your name out there. The IEEE hold several seminars every year in all different branches of electrical and electronics engineering that non members cannot attend. Plus, the discounts that you can get with the IEEE membership in hotels and car rentals can make a real dent in the cost of attending a seminar for a student. A lot of IEEE members will also give hiring preference to other IEEE members over non-members (although technically this form of nepotism isn't advocated by the IEEE, it's not exactly actively discourage either).

I'm a member of AAA, which has something to do with cars and making money magically disappear from my pocket every month.
I also periodically attend a karate school that focuses on breaking noses, wrists and right arms (generally the other guy's, but sometimes it helps to confuse them by breaking your own)
I'm also a member of the Society for Stuff, which consists of me and three other people who get together to consider the long term fate of Stuff, which is accomplished through the swilling of many cheap drinks and the mass consumption of Fritos.

I am so politically active.
