Run an experiment. spam this thread until it becomes popular (and hope it works before the mods spot it).
If it becomes popular, then it's probably the number. if it doesn't, then it's probably more complicated (like the number of posters, or posters and posts etc)

I think it may have something to do with a large number of posts in a small amount of time or something like that.
I think it's just the number of posts. All threads with more than one page seem to considered popular ones and all with only one page aren't.
