Better ask who wins the most pro capita.
If Luxemburg wins 1 medal it allready makes them better then the US when the US wins 100 medals.
Of course the US and China will winn more then any other country.

US, mainly because they have the best training facilities, funding, and steroids. But all that's important is watching and enjoying, mainly the womens events.
