Tribal nations are sovereign because they have sovereignty and can act as sovereign entities. Their relationship with the United States is one of two sovereign nations because the United States and the tribal governments are sovereign indeed. Out of context, this statement of Bush's isn't that dumb, however, in context, when a person realizes that he was trying to (but failed miserably) to answer a question, it makes him look like the moron he is (as for a politics and whatnot goes).

Don't hijack the thread. There is a difference between misspeaking and not knowing what the hell you're talking about. While I find the thing from last week humorous, I don't think it makes him look that dumb as I know I've probably said things like that before, however, this video that I've posted makes Bush look like an idiot. Look, if you don't know the answer, just say "I don't know." However, as president of the United States, you should know what the relationship between Native Americans and The Federal Government is without having to stop and thinkg about it.
