Poverty in Occupied Territories ?

You have perhaps heard of the campaign of WarOnWAnt (www.waronwant.org (http://www.waronwant.org)) about poverty in Occupied Territories and again the building of the protection wall.
WarOnWant is an assocition against poverty in the world.

They wrote a report stating (without source or proof) that the cause is a systematic volonty from israelian to empoverish people from the occupied territories by denying or slowing access to other part through control points

But strangely a UN report about human development index shows differently.
The "Human Development Index" measures life expectancy, health, education, environmental quality, and overall living standards, ranking all nations from number one (Norway) to number 177 (Sierra Leone).

It shows that Occupied territories are number 98 (in medium human developement) before Iran (106) and Egypt (120) which are among the most developed and powerful arabic countries.
So in fact, they enjoy better living standards than their neighbours.

Strangely, the report of WarOnWant doesn't take this into account.
