Well, the guy who is in charge of the ballons and stuff was for some reason near a mic and when the balloons weren't working so perfectly he was getting mad and you can hearr him say a lot of stuff, but in that, he said "hell," and "fuck."

actually that is correct. FCC only has jurisdiction over broadcast media. If a network is solely cable driven it does not have to follow FCC guidelines. Hence why showtime and hbo and the like can show what they do.
But I had thought that the FCC ruled that the 'f' word was allowed in certain circumstances... didnt Bono use it on the air, and no fine was levied?
