Why? Because I need to see it, especially if you plan to buy those age-restricted products and you look under 30 (and that's by my judgment, not yours). It's not a matter of whether I believe you look over 18 or 21, but if you don't look over 30, I need to see ID. And if you've been here before and presented ID and I don't recognize you, then you'll have to show it again. Or maybe I do recognize you, but just can't remember whether I saw your ID or sold you a age-restricted product. Or perhaps I can remember selling you tobacco, but not alcohol.
Oh, and I need to see your friends ID as well. I just heard you two talking about buying cigarettes, or I just saw him with you back by the alcohol looking at the beer. Or I just denied him a sale and since you two are together, I can't sell it to anyone who's with him without seeing his ID as well.
Military or foreign ID's? Sorry, my boss says I'm allowed to accept only state ID's and full passports as proof of age. Not that he's anti-military, as far as I know, it's that the military won't send us a picture of what every military ID is supposed to look like. Which means anyone could walk into the store, plop down an ID, say it's a military ID and we'd have nothing to compare it to. As for foreign ID's, it's pretty much the same reason. And school ID's, company ID's, store-bought ID's, etc... in a word, NO.
What's that- you've been caught trying to buy alcohol for someone who appeared to be a minor, but couldn't produce ID? Or gave out a cigarette? Sorry, but my boss has zero tolerance for people who do that. Feel free to buy anything else in the store, but those items are off limits to you.
And what's this here? Your ID is expired, or is cracked, bubbled, or hole-punched, or has some of the lamination peeled away? Sorry, can't take it any of those cases. Before you start blaming me, let me remind you that you're an adult now- taking care of your card is your responsibility, not mine.
After 12? Before 7? My boss' rules are no alcohol sales between those two times. Please don't try to tell me that state law requires us to sell until 2 am- it allows us to, but this isn't mandated.
One last thing- matches and lighters. My boss tells me I'm supposed treat both just like cigarette sales, so you need ID's for those as well. And I apply these rules as equally as I can to everyone who walks in the store, so please don't even start trying to say I'm prejudiced. While I would agree that discrimination exists even today, please have more proof than one denied sale to back up such an accusation.
Those are the rules. I have two choices: enorce them or risk being fined and probably fired. Therefore, if you can't follow them, you have two choices: the door or the police (and no, I don't mean Sting's former band) :p .

California is awesome. There's no time limit or age limit as to where we can buy our alcohol.

Hell, we can buy it from Girl Scouts on Tuesday morning, 1:19 am!

You shouldn't restrict matches. They're necessary for plenty of legitimate uses.

1) It's a rant- just getting things off my chest, so to speak.
2) Not as common as you'd think, if the reactions that I get from a large number of the customers I deal with is any gauge.
