IMHO, there are two forms of sexy-ness. One's the more subtle (appeal without too much skin showing), the other is more blatant (physical appearence).

For the more subtle variant, I'd have to say Kirsten Dunst wins hands down. Her body isn't that great at all (eg. a breast lift is desperately needed). But the legs are almost perfect, and her eyes (especially off a movie set) is extremely provocative.

For the more blatant breasts-n-buttocks variant, I'd have to say Jessica Alba or Elisha Cuthbert.
