It has long been that when the Pope speaks Ex Cathedra, that is with authority, he does so with perfect infalibility. Dispite popular non-Catholic opinion this is no because we The Church believe the Pope to be God-on-Earth, but rather that His Holiness is St Peter.
Church Doctrine holds that the Pontiff is infact St Peter, whom God the Son Jesus Christ gave the keys of Heaven. However, this raises a point. St Peter's sin is recorded in the Bible. Implying that he is infact capable of not only sin, but also the denial of Christ.
This by extension could mean that His Holiness is infact not only capable of sin, but also of herasy.
