Nope ... well technicaly it could if they were doing HORRIBLE html and not defining rather leaving default but you have your hex chart of colors ... each one takes up the same amount of space

all it does is tell you
backround = black
backround = white

(actualy not exactly)
more like

backround = #000000
or
backround = #ffffff


So basicaly with all that ranting it takes up the same amount of space :) (unless they dident define ... then it will take a very little less)
