I was just watching CNN International and saw some very promising things regarding the outlook on EU/US relations.
1. Portuguese Prime Minister Jose Manuel Durao Barroso, an advocate of strong ties with Washington, was set on Sunday to become European Commission president after EU leaders ended weeks of wrangling to back him.

3. Lithuania's former president Valdas Adamkus won a second term in a runoff election Sunday against ex-Prime Minister Kazimira Prunskiene.

Our ties appear to be getting stronger, all of that with most European countries putting possible agreements with the US on hold until after the November election. Maybe the Europeans do not want bad relations for the next four years with Bush.
