I think he is mistaken. It is not that people don´t have sex. They just don´t make children because they use contraceptives or the pill.
In West Germany almost 30% of young woman refuse to have children because they want a career. In East Germany this number is only 15%. However the birth rate is almost the same in both parts of Germany. In East Germany there are more one-child families while in the west there are more couples without children but those who have some have more than one.
The birth rate of 1,3 is much too low. France for example has 1,89. In order to stabilize the population (without immigration) 2,1 would be necessary. That´s pretty far away. However: not only Germany has got this proplem. Look to Spain, Portugal, Italy (1,2 child per woman), East european countries (almost all even below the german number of 1,3) and Canada (1,5) as well as Russia and Japan, UK and many other countries.
Given the development of an ageing population (demographic development) the low birth rate is increasing this problem.
Not only that people get older and older. There are less young people in working age. In the year 2030 Germany is going to have 100 people between 20-60 for 100 above 60. This would lead to the collapse of the current pension system in which the people retire with the age of 60 on average.
Many changes need to be done: cutting pensions, increasing the rentirement age above 65 (65-70), promoting private savings, and more children. Armin Klein is completly right in that respect. By the way: this is a consensus among all main political parties that the country needs more children.

I hope for a "regime-change" 2006 in Germany. A conservative-liberal government would be better for the country.
They already have a clear program in some areas (health premium, Merz tax concept) and working on it in other areas while the SPD-Green don´t have a concept.
And: they would have a majority in both chambers of parliament. They would have the neccessary majority to push for such a reform program.
Germany needs a new government. Red-Green have proven their incapability to reform the country.
