Hey, I've never really been told what percentage of my men I would use for my army. I was going to guess 5%, but I don't know. Thanks.

I suggest asking in the Tech forum... or one of the RP forums... as I have no clue.
4 per thousand is a reasonable army size. The largest modern army with a functioning economy is around 14 per thousand. The Soviet Union managed to have a little over 7 million in thier army by the end of WWII out of a population in the 170million range and it is unlikely that anyone can match that sort of mobilization these days.
