the Raptor is already in use. last i heard there is at least one wing of f-22s already in service in the USAF.
(I am an Army guy, the only USAF aircraft we care about are the A-10 and the AC-130)

almost every soldier in the 1991 gulf war spent some time on a C-130.

I meant to include the whole C-150 platform, including KC-130s (they can refuel blackhawks). Most soldiers flew over on C-4 Galaxeys though

That doesn't seem possible, due to speed requirments and the fact that the Black hawk would need to tilt forward even if it could keep up with the tanker.
