They teach the 24 hour clock at school. I remeber learning it in my second year, and in my 11th as well as several in between. I knew it before they taught it at school because the video recorder used it.

Also calling it "army time" is a misnomer. It is fairly common outside the us in non-military settings. For example, here in Japan you see 24 hour time listings everywhere. I sometimes have to teach my ESL students that we don't say "thirteen o'clock".
