Oldest real nation started in Iraq, but it's a completely different people and culture living there now. I'd say that India and China are pretty old as well, and they've continuously existed.

I would assume the first nation would be a test nation that [violet] or Max probably ran several months before the release of NationStates to debug and otherwise test the game out.
