Yeah, that's pretty much what congressmen do when they are campaigning. Check out Gephardt in 2003.

I wasn't aware of the whole missing 75% of the votes thing, but I do know that sometimes senators don't vote if their one vote won't change the outcome. I was reading an interview with John McCain where he was talking about how easy it is to attack senators for their voting records.

Just last week (iirc), a bill to extend unemployment benifits went to the Senate floor. It was sponsored by Democrats, but it had bipartisan support. It failed 59-40 (need 60% to pass.) John Kerry was the only senator absent.
