IMO, anyone who knowingly infects someone with AIDs should be charged with murder, anyone who unknowingly does it should be charged with manslaughter.

According to the BBC, not only were these Bulgarians abused while in Libyan custody (tortured, beaten, etc.) to extract false confessions, but are indeed being goated for the unclean conditions which caused the epidemic. Also, Libya might be trying to pressure Bulgaria into forgiving an estimated $300 million in debt.
Evidently, the infections began before these medics even got there and it's interesting how the 9 Libyans who were also charged were later aquitted.
