Guts, or lack thereof. The U.N member nations don't really stand up to each other, and if they did, it would save a lot of problems.
Think about it. If some nation said that it was going to, I don't know, tear up some kind of treaty, then if the U.N nations go on about how they disapprove, and it's not really acceptable, nothing happens. If however, the U.N nations act as one, and tell that nation how things are going to work, then it has an impact. The nation in question can still choose to continue it's course of action, but it now knows that the entire thing is being taken seriously.
