Nah Rice is talking through her hat.
They are not stupid as the American are different then the Spain. The shrubs best support came from 9/11. Americans traditionally rally around the siting President during such attacks(The Maine, Pearl Harbor)
If the shrub looks like he is going to loose, they will keep a low profile as to not give him a boost for the election.
If it looks like he is going to win no matter what, then that is something else.

Spain became more Democratic because of terrorism
1) The Madrid attacks weren't what sent the incumbent packing. His country was going through some serious crap without the war in iraq
2) TRA, please explain to me how dictating people's actions through terror is democracy.
3) The 9-11 attacks were planned for a long time. They didn't just get cooked up after Bush's inaguration. These were around for a while.
Of course, there were terrorist attacks prior to 9-11. So, it is entirely possible that these terrorists weren't being led by the hand by the Bush administration.

This is obviously more political spin and an attempt to shore up support for Bush's waining "Coallition of the Willing". With Spain gone and Honduras pulling out, it's starting to show a lot of wear. So much so that Bush has flip-flopped and tried to approach the UN to take care of the mess in Iraq and allowing the UN to appoint the Iraqi interim government.

However, the sheeple must be kept in line and, unfortunately, Bush tries to do that by raising the spectre of terrorisim while at the same time taking a swipe at the incoming governing party in Spain. Really, it was only to be expected.
