WA Casino Act

The World Assembly…

Recognizing the importance of continuing the funding to our humble institution,

Noting that the WA General Fund is funded entirely with charitable donations,

Acknowledging the limits of charitable capacities in the hearts of NGOs and Governments,

Reminding that the General Accounting Office (GAO) is forbidden from running a deficit,

Further Acknowledging that a second, steady stream of income to the General Fund would be helpful to the GAO, and the WA programs relying on funding,

Hereby

Institutes the WA Gambling Commission (WAGC) which shall acquire the adequate land necessary for a series of casinos to be made on neutral territories similar to the WAHQ.

Describes the WA Casinos as classy establishments which shall serve its international guests with gambling entertainment, food, drink and accommodations.

Requires the WAGC to hire the staff necessary to operate, and maintain their casinos in pristine order as well as provide the necessary provisions of the buildings’ security.

Mandates that all profits from the WA Casinos be acquired by the WA General Fund.

Prohibits the WA Casinos from operating with their gambling activities while offering no probability for a player to profit.

Further Prohibits players from using criminal tactics such as “slot rigging” to further the probability of their winnings to incontestability.

Reminds that though anyone in these neutral territories is exempt from their nation’s laws on gambling – that does not mean nation’s that consider it a moral wrong cannot merely prohibit national tourism to these territories.

I'll support this. I think it's a creative and efficient way to provide funding for a body that really does need it.

OOC: I live in Delaware... a small state in the US, and we didn't have casinos up until recently. It really helped the economy. For one thing... Delaware now gets tourists for the first time, lol.

Must I really explain how the General Fund works, again? What's with all the paranoia of a fund specifically designed to be virtually limitless being depleted at this point in the WA's existence? When we reach WAR #100, then maybe we can start considering a second funding operation. So, obviously, I don't think you should continue in drafting.

(Off the record, of course... I would support a blackjack table being installed in the Strangers' Bar.)

Card counting is NOT a crime, casinos will kick out anyone they catch doing it but it's not illegal.

Yes, but considering it is a tactic to undermine the system - and therefore cheat the WA out of their money, its should be illegal in this instance.

There has the be a probability that either side, the WA or the player could win.

Card counting doesn't eliminate the house's edge, it merely lessens it.

Um, using gambling to fund the WA? Okay, I have no qualms with it. The only ambassadors I see having issues are those from theocracies who wish gambling banned in its entirety across the world.

We were unaware that the honoured ambassador for Unibot also held that post for the nation of Stash Kroh, and from his hospital bed, no less. We admire his extreme action in protest against the recent ill-advised repeal, though it would have been both pointless and tasteless for us to ruin a perfectly good set of robes in emulation of him.

We regret, however, that we find ourself utterly unable to take this proposal seriously. If it is indeed being submitted in Ambassador Eduard's name, we find ourself wondering if that name has been taken in vain.

We hardly think the General Fund is so in need of funding that the WA should be set into competition with our own domestic gambling industry. Opposed.

We are opposed. While casino operation is highly regulated in Philimbesi we have found that there is too much chance for corruption and cheating, and as Ambassador Misheli stated, the General Fund is not in that much peril.
