Anti Behaviour Modification Accord

CONCERNED that there are privately-run correctional facilities for youth in which abuse takes place
NOTING that human rights are unalienable to all, regardless of age
DEFINING client as any person below the legal age of majority of a given country who is in the care of a BMF
DEFINING behaviour modification facility (BMF), for the purposes of this resolution as any privately funded organisation which meets all of the criteria below
a) interns clients for a fee
b) does not let clients leave without their guardians' permission or the permission of the BMF
c) aims to reform youth who have not been court ordered to do so

THE WORLD ASSEMBLY
FORBIDS operation of behaviour modification facilities within World Assembly Member States, or within World Assembly International Zones.
MANDATES that World Assembly Member States institute strong laws forbidding parents from sending their children to such facilities and forbidding the operation of or employment at such facilities.
ADVISES non-member States to adopt similar laws.

The People of Aundotutunagir oppose this. Young people require behaviour modification. It is for their own good and the good of society as a whole.

Does not the existance of the Child Protection Act (http://forums.jolt.co.uk/showpost.php?p=14065467&postcount=21) render this proposal superfluous?

Representing the Rogue Nation, I'm for this proposal. It only applies to privately funded organizations. In Absolvability, we have compulsory military service. This takes care of out behavior modification needs. That and a police force. Privately funded organizations need not assume those responsibilities, nor, frankly, should they be trusted with it.

Yep.

- makes it impossible to be passed or even argued. There are no such facilities in any nation which may abuse the young. There's just that mandatory compliance thing.....

If this legislation were to pass then you will have ill-disciplined children and consequently, more crime. However, we are concerned about the institutionalization of children.
