Why do you think that is?Bear it in mind that proposals only go to vote in the Assembly if they've already been approved by a significant number of the active Regional Delegates.
List me a few laws that have been voted down.Glen-Rhodes has just done so... and, checking that link, I see that it's 6 of the 50 on which voting has already been completed that were voted down... so that's 12% of those that actually made it in front of this Assembly.
