I haven't submitted this yet because it feels like it's missing a lot. It's my first draft so fire away. I look forward to your opinions. Any help would be appreciated. If you like it send me your endorsement but please do not hesitate to send me any tips.:)

Free Transportation Act

DESCRIPTION: The World Assembly, being an alliance of nations that promotes economic growth within its nations, hereby enforces the right of its constituents to travel for business purposes across borders in WA member nations freely. With this in mind the WA hereby:
1. ELIMINATES any closed borders within the WA
2. ESTABLISHES any and all security measures set forth by an individual state based on its own principles and laws
3. AFFIRMS any nations transportation by-laws based on criminal record
a. This is mandated by any individual nation
b. Any nation has the right to bar any person from entering or leaving its country
4. MANDATES that if any person breaks a law he or she will be sent back to their home nation to face penalty based on their country's laws
5. DECLARES that any person visiting a foreign nation on business must obey that nations laws
6. RESERVES the right to any member nation to bar a person's entrance at anytime
7. FORBIDS unreasonable searches and seizures at the borders without probable cause
a. Probable caused is defined based on witness accounts or criminal record

This is frankly incoherent, and such of it as we can make sense of appears to be intent on dismantling border controls. As such, even were the honoured ambassador to come up with a Category and Strength, we would be extremely unlikely to support it.

Under Ms. Berlin actually attempted on a similar resolution liberalizing emigration rights in January but it did not reach quorum. The text (in four pages) is http://forums.jolt.co.uk/showthread.php?t=566460

Migration rights is a very complex issue because of the possibly unwanted inroads into national sovereignty. For example, a nation wouldn't want convicted paedophiles.

Frankly, we don't know what this proposal would do. Clause 1 contradicts Clause 6, Clause 4 is a gross violation of nationals sovereignty (if you get a speeding ticket we have to kick you out?) and many of the other clauses are so unintelligible that we don't know what they even are trying to do. We urge the representative from Churchriech to try to articulate his proposal better in this thread so that we can help him craft a proposal that would be workable.

Clause 2 would immediately negate clause 1, due to the fact that any nation could then declare that their security measures require turning away all visitors or immigrants.

Of course, I know this because is precisely what my own nation would do. We have no desire to allow foreigners within our borders.

I thought this was some international government thingie... it sounded important when my uncle brought it up! Anyway, I read nothing about it being for 'economic growth.' That's boring!

Okay, sure. You guys get to deal with the plague of undeath that dominates the northern Ruinlands. Let me know how fighting an unending supernatural plague goes.

Security measure one: The Undead may eat anyone who enters their land. So far, so good.

Doesn't this mean we can just bar everyone and keep the borders closed?

Okay. After they're turned undead by the plague from the attempt to eat them, we'll gladly ship them back home.

This entire thing just contradicts itself repeatedly. I would suggest scrapping it.

I get what he's trying to do. He's trying to eliminate a lot of border restrictions while simultaneously forcing all WA nations to extradite criminals to one another. Those are two separate issues and should not be on the same resolution. I would support a mandatory extradition act however, so if one is not already in place feel free to add one.
