Here is the The Green Stimulus Act, tell me what you think?
By agreeing to the following, each nation is NOT required to perform all functions. We all must consider our own economic situations, however this memeber believes Climate Change comes before all, and we all need to respect eachothers actions and opinions.
The following as an immediate Green Stimulus action that will take place in your current, if has not started or you wish to amend, fiscal year or next or within your time frame. This stimulus plan as been put forth by “Green Recovery: A Program to Create Good Jobs and Start Building a Low–Carbon Economy,” and can be seen here

This Act will not require you to perform all of most of these but by agreeing to this Act your country must agree to one of the following;
Stimulus Goals:
1) To combat Climate Change
2) To introduce an immmediate plan of action that will prepare the way for more action by the World Assembly to form long term plans
3) To help countries become more dependent on themselves
Stimulus Investments:
• Transit agencies and ready–to–go transportation projects: Provide money in assistance to transit agencies to reduce transit fares and expand services, and begin construction on ready–to–go rail and other projects.
• Refundable residential energy efficiency tax credits: Increase funding for refundable residential energy efficiency tax credits raise the maximum credit for household efficiency upgrades to $2,000.
• Clean renewable energy bonds: Increase CREB funding for consumer–owned utilities to jump–start renewable energy projects.
• “Cash for Clunkers” rebates for older cars: Initiate an annual program to purchase and scrap older, more polluting cars, in exchange for an owner agreement to acquire a more efficient vehicle or use alternative transportation.
• The Weatherization Assistance Program: Fully fund the Weatherization Assistance Program and move toward a goal of weatherizing 200,000 (your country can change the number) a year or more.
Recovery investments:
• Energy efficiency and conservation block grants: Increase appropriation to fund states, cities, and counties in pursuing clean energy projects.
• Solar roofs on federal buildings: Authorize installment of 2,000 megawatts of solar power on federal rooftops, and amend federal electricity contracting to allow for 30–year power purchasing agreements.
• New Starts Transit project investments: Fully fund the New Starts Transit budget in a Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users.
• Green school construction and renovation: Support state and local school modernization, and renovation.
• Green affordable housing HOME block grants: Supplement block grant funding through the HOME program for energy–related projects.
• HOPE VI program for green community revitalization: Appropriate money for greening HOPE VI projects to meet Energy Star and green communities standards.
• Smart grid federal matching funds: Fund the Smart Grid Title of the Energy Independence and Security Act to support money for infrastructure investment and demonstration projects.
• Workforce investment in the Green Jobs Act: Create anappropriation for the Green Jobs Act, to provide job training and workforce investment in energy efficiency and renewable–energy installations.
• Green jobs restoring the land: Expand existing programs to restore parkland, forests, wetlands, wildlife refuges, and rural ecosystems.
• Manufacturing Extension Partnership: Expand the capacity of domestic manufacturing modernization efforts
• Advanced coal technology to capture carbon: Invest money to deploy demonstration carbon capture–and–storage technology at a coal–fired power plant.
• Additional green infrastructure for clean water: Invest in broader community benefits and green jobs with in green storm water infrastructure.
