ACCEPTING: Many nations have contact with only one race and/or sapient species so will be unaffected by this act, how ever may wish to state their position should they encounter such a situation.
STATING: That all peoples are equal.
FURTHER STATING: That all people are equal no matter who or what they are.
ACCEPTING: That many nations have many types of people that are obviously sapient so must be viewed as equal in all and any law.
STATING: A person shall not be judged by their race or species where they can talk and show obvious sapience.
STATING: Sapience is obvious where the following is observed, language and abstract thought exhibited by at least two of the species. This may be evidence of art, rites and a belief or intentional dis-belief of an after life and/or a creator.
FURTHER STATING: That those that have contact with any race or species other than their own that is obviously sapient must treat them as they would their own.

Your proposal needs to be definitive and universal, the compliance commission (http://www.nswiki.net/index.php?title=Compliance_Commission) doesn't give nations breaks.

And embrace different government styles and ideologies in your proposal, you cannot legally ban them in the WA.

Cosmetic Improvements :
Take out all the "Accepting:"s and replace them with "ACCEPTING"s instead,
Add a title, category, strength, author

This is not a law, the authors of this seemingly random list of words should take a look at the record of past resolutions and the rules for the writing of w.a. statutes.

At this point I'll just wish you the best of luck, because you're going to need it. This is an idea that has been tried several times before, one time it even reached quorum and was up for vote, but unfortunately there are people to ignorant to realize that there are nations that have sapient (or sentient (which is a whole different headache whether to use sapient or sentient)) lifeforms residing in them. All in all, this idea is probably one of the hardest ideas to turn into a resolution. So like I said, good luck, you're going to need it.

The category is definitely "Human Rights". Don't be mislead by the name.

This clause is the core of the proposal, and it's critical that you get it right. At the moment it's a bit of a linguistic nightmare, and I'm not sure which of several plausible readings you actually mean.
