We would also like to ask that all nations sign The Sphere Agreement which states that all nations who give out more than 2.5 million in carbon emissions shall be fined and for those who don't rewards shall be given. Trust me bud, very few people are going to be giving thumbs up to a industry effecting concept like that, I know some problems call for unpopular solutions, but think about the demographic who is going to be voting on this resolution. I learned this the hard way because my current environmental resolution is very unpopular among the industry buffs right now because it could potential shut down ill practising power plants. Try to come up with a concept that shows potential money in the future for lesser-moral beings (politicians for example) who look at resolutions for corporate gain for the most part. As bizarre as it sounds, environmental proposals don't need to negatively effect the economy. A non-existing politician from some "MADE" up land called real-life said "going green is the biggest economic opportunity of this century", take his advice and don't tax businesses, wave a bone around their face of economic opportunity called "environmental-friendly humus" and let them figure it out themselves.

2.5 million in carbon emissions

By the way, according to my illegal statistics, most WA nations pollute a LOT more than 2.5 million tonnes of carbon emissions and thats just for energy production. However you didn't specify a unit, I just assumed tonnes.

Thats great, but don't say that, because it sounds unprofessional. Okay?

award of 50,000 dollars to every country who works towards making a better environment today. Also we would like to set up a award of anywhere from 100,000 to 500,000

Sounds vaguely familiar to my proposed Clean Energy Bonus, but never the less, the difference being I didn't specify a specific amount of money because to many nations, a sum of $50,000 would be ridiculously small, considering their budget is in the hundred billions.

We thank the Members of the WA for looking at this and thank you for your time.

Again, thats nice. But no need to say it, because thats are duty as being ambassadors and it once again sounds unprofessional.

I'll probably regret doing this but I'm bored, so here goes.

The Environmental Peace Act of 2008 States That all nations agree to help keep the environment alive and well and to keep our earth safe.
You might want to replace "our earth" with "the world" or some other generic term. Many players RP their nations as being on other planets, or in other dimensions, etc. The Nationstates Multiverse is a big, diverse place.

Also, it wouldn't hurt to expand your preamble a bit. Give several justifications for exactly why this proposal is a good idea.

Article I.
All nations agree to put aside a certain amount of there budget each year towards finding better ways of transportation in the ways of hybrids while not completely getting rid of fuel powered calls.
First, I think the word you're looking for is "their", the possessive form, not "there".

Second, what is this "certain amount"? You don't specify it, so it must be up to the discretion of individual nations and they could set it at $.01 per year.

Article II
All nations agree to help bring businesses into accordance with the laws of this proposal.
Agree to help them how? By giving moral encouragement?
All businesses will put aside 5% of there profits to help find better and more environmental friendly ways to run there businesses. All Businesses who disagree with this shall be punished as each nation sees fit.
So the nation could punish them by saying "please don't do that, we disapprove strongly"?
Also All Businesses agree to do as little harm as possible to the environment in there line of work. We understand that all business have to do some harm to the Environment but if you try to do as little as possible that would be great.
This is gobbledygook. Businesses aren't going to "agree" to do anything at all. You have to make national governments responsible for ensuring that businesses within their jurisdiction are in compliance with the terms of the legislation (whatever those might be).

Article III
The Peace Republic is glad to offer a reward to the nations who do the most work towards reducing environmental probloems. We the peace Republic would like to set up in our name a award of 50,000 dollars to every country who works towards making a better environment today. You have to drop the use of your nation's name in the text of the proposal. That is branding. You can't use the name of your nation, your region, your Minister of Silly Walks, or anything similar.

Also, the rewards are not a bad idea but, (1) they are a paltry amount, and (2) wouldn't it make more sense for the WA itself to put up the monetary incentives?

We would also like to ask that all nations sign The Sphere Agreement which states that all nations who give out more than 2.5 million in carbon emissions shall be fined and for those who don't rewards shall be given. We thank the Members of the WA for looking at this and thank you for your time.
1. What is this "Sphere Agreement" you speak of?
2. 2.5 million what?
3. How large is the fine and how large are the rewards?

This is just some OOC advice from me, the player. ICly, my government would likely reject this out of hand as an unwarranted intrusion into private business matters.

This is a workable concept, but it needs a lot more attention to detail before it will be ready for submission.

So is everyone saying that deforestation is bad if one were to continure building roads and other sorts of things in sensitve areas around or near forest, but if it is then why aren't we taking immediate action to do something, of course I know this takes time to do this sort of thing am I right.

Who is this everyone you speak about, neighbor?

I'm from the Antarctic Oasis, mate. Some of us residing in said region, specifically set up shop to exploit the natural resources there, and perform certian classified experiments of a quasi military/scientific nature without being bothered by granola munchers. Also my friend, I urge you to get familar with the wonderful world of punctuation.
